The highly rated defender put pen-to-paper on a long-term agreement at the Britannia Stadium after a nominal fee was agreed with Slovakian top-flight side Dukla Banska Bystrica during the close season.
The 21-year-old has long been admired by Hughes, with the central defender initially flagging up on the Welshman's radar shortly after his spell in charge of Blackburn Rovers came to an end six years ago.
"It was a very easy decision for me to make because it has always been an ambition of mine to play in the Premier League, and also I know the manager has known of me for a long time," Teixeira exclusively told stokecityfc.com.
"I went over to Blackburn when I was very young, I think I was 16 at the time, but I wasn't able to get the visa I needed to come to England then.
"To have been given this opportunity now though is incredible for me, and is one that I am determined to take with both hands.
"Every player wants to test themselves and prove themselves in the Premier League, which for me is the best league in the world. I am very excited about the future here."
Whilst acknowledging that he has a major job on his hands to establish himself as a first team regular, Teixeira says he is relishing the opportunity of training with more experienced stars like Ryan Shawcross and Robert Huth.
"The squad is full of very good players, and many players who have played at this level for a very long time," he added.
"Hopefully I can learn from my teammates and become a better player from training with them.
"My ambitions are to play games for Stoke City - we all want to be playing and I am no different.
"It will be very tough, I know that, but if I work hard, keep learning then hopefully my chance will come along."
