Andrew signed a four-year contract at the Britannia Stadium after an undisclosed fee was agreed with Southampton last summer, but he made just two appearances for City last season.
The 23-year-old, who can play in central defence or at right-back, was highly rated as a youngster at Middlesbrough and he went on to make over 50 appearances for the Teessiders, as well as winning an England Under-21 cap.
He joined Southampton on loan in October 2007 but made the move permanent in January 2008 and went on to be named the club's Player of the Season for the 2007/08 campaign despite only playing half the season.
He was injured when Tony Pulis first swooped for him and could not break into the side after returning to fitness, spending time on loan at Preston.
